Well, others have already given the reasonable answers of using hard links or just keeping album art with the album, but I'm going to pretend you actually want to do this for something else (e.g., files reused/shared among multiple projects) on a filesystem that doesn't support linking (or at least makes that difficult to manage for the workflow involved).

What's the harm in keeping copies in multiple places?  It's a little extra primary storage, but backups should deduplicate it.  If it's something that changes a lot, you might need to look into establishing a workflow that involves a version control system.

For me, it comes down to having data in at least 3 places if I need it in more than 1 place: a central location that serves as the primary source, and the multiple locations I distribute it to (essentially a [publish-subscribe](https://en.wikipedia.org/wiki/Publish–subscribe_pattern) model).
